Arlington, Va., Dec. 10, 2009 ? Sen. Chris Dodd (D-Conn.) introduced legislation yesterday to protect children from misuse of restraint and seclusion practices. The Preventing Harmful Restraint and Seclusion in Schools Act, which includes recommendations from the Council for Exceptional Children (CEC) and its division, the Council for Children with Behavior Disorders (CCBD), was introduced simultaneously in the House of Representatives by Rep. George Miller (D-Calif.) and Rep. Cathy McMorris Rodgers (R-Wash.).
