• Restraint and Seclusion Legislation Introduced in the Senate

Arlington, Va., Dec. 10, 2009 ? Sen. Chris Dodd (D-Conn.) introduced legislation yesterday to protect children from misuse of restraint and seclusion practices. The Preventing Harmful Restraint and Seclusion in Schools Act, which includes recommendations from the Council for Exceptional Children (CEC) and its division, the Council for Children with Behavior Disorders (CCBD), was introduced simultaneously in the House of Representatives by Rep. George Miller (D-Calif.) and Rep. Cathy McMorris Rodgers (R-Wash.).

• Preventing Harmful Restraint and Seclusion in the Schools Act

  Prevent and reduce inappropriate restraint and seclusion by establishing minimum safety standards in schools, similar to protections already in place in hospitals and non-medical community-based facilities
